Sex offender sought for failing to comply

An arrest warrant has been issued for a Gore man classified as an aggravated sex offender after officials say he failed to comply with Oklahoma’s Sex Offender Registration Act.

According to an affidavit filed by Investigator Michelle Rigsby with the Sequoyah County Sheriff ’s Department, William E. McKinley, 61, was recently released from the Great Plains Correctional Center in Hinton, located in Caddo County, and began the sex offender registration pro- cess on Sept. 17, 2025.

Rigsby reported she had previously received release information from the Oklahoma Sex and Violent Offender Registry indicating McKinley provided an address in Gore, within Sequoyah County.

McKinley reportedly confirmed the same address while completing his registry packet.

Court records show McKinley was sentenced in Sequoyah County District Court on charges of first-degree rape, forcible sodomy and child sexual abuse.

He is classified as an Aggravated – Level 3 offender, the most serious classification, requiring lifetime registration with in-person verification every 90 days.

After the registration packet was submitted to the state registry on Sept. 19, officials mailed an address verification letter.

On Oct. 11, Rigsby was notified the letter had been returned as undeliverable by the U.S. Postal Service.

When contacted, McKinley reportedly told authorities he had been staying in Ottawa County and said he would register there.

Records later showed he registered as a transient in Ottawa County on Nov. 24, 2025.

However, on Dec. 3, authorities were notified that McKinley had not checked in as required in Ottawa County.

Rigsby contacted Probation and Parole Officer J. Rushing, who indicated he had spoken with McKinley but was unaware of his current location.

Rigsby also attempted to make contact at the Gore address but was unsuccessful.

Additional verification letters sent by the state registry were again returned as undeliverable in December.

As of Jan. 9, 2026, officials reported McKinley had not been located at the Gore address, had not successfully received address verification from the state, and did not have a confirmed residence on file.

Due to the lack of a verified address and failure to comply with registration requirements, Rigsby requested a warrant be issued for McKinley for violation of the Oklahoma Sex Offender Registration Act.

Authorities remind the public that sex offenders are required by law to maintain accurate and current registration information, including residency status, and failure to do so is a felony offense.

McKinley as described as a white male, 5 feet 11 inches tall, weighing about 200 pounds, with gray hair and green eyes.

District Attorney Jack Thorp said the crime is punishable by imprisonment of not more than five years and/or a fine nothing to exceed $5,000, or both.
